Yes, you can run your steam games account on any PC. Just log into steam on that PC with your account. Each steam account can only run one game from its library at a time, no matter how many PCs it is installed on. Family sharing is a better option than sharing one account. In general, you can install a Steam game on multiple computers though there may be a limit to the number of computers you can authorize at one time.
Family Sharing allows family members to share games while keeping their accounts separate. You can install your Steam games on lots of computers, but you can only be logged into your Steam account from one computer at a time meaning you can only play one game at a time.
